Abstrak

The problems raised in this study are: (1) The performance of village officials in implementing governance in villages throughout Karo Regency, (2) Constraints and obstacles to the task of village officials in improving the implementation of governance in villages around Karo district, (3) Efforts to overcome obstacles to the task of officials villages in improving the administration of Governance in Villages in Karo District. This study used a qualitative description method as a method of data analysis which took the research location at the village offices of all Karo districts, namely 17 districts, 10 sub-districts and 259 villages with an area of ​​2,127.00 km² and a population of around 399,494 people. The data sources in this study were the Village Head and the local village community. The data were collected based on interviews and documentation. The target of this research is so that there is empirical data related to changes in village governance in Karo district for the improvement of Human Resources of Village Apparatus in Karo Regency, which will carry out governance that promotes cooperation, discipline, creativity and responsibilities that have not been able to provide maximum service. Based on this, the purpose of this study was to determine how high the work climate conducive and the performance of village officials and how much influence the work climate has on the performance of village officials in Karo district. Because the population is stratified, which consists of several parts, the determination of the criteria for the study sample is using the Propotionate Stratified Random Sampling method. The population of this study was all village officials, totaling 94 people. The sample in the research of Karo district was taken as many as 94 people and to determine the influence of the work climate on employee performance using linear regression. Based on the hypothesis and research results, it can be seen that there is a positive influence from the work climate on employee performance. On the score of answers from all respondents, it can be seen from the category table. Based on the table shows that there is an influence from the work climate on the performance of the Village Apparatus. So it can be said that the research hypothesis is proven and acceptable. The recommendation given by the author to the village apparatus is to continue to improve employee performance and this can be realized through a conducive work climate that is needed to create good relationships and communication, this is believed and opens opportunities for employees to provide high performance.
