Abstrak

The method used is the legislative approach (Statutes Approach), and the Conceptual Approach (Conceptual Approach), "is descriptive in nature". The MPR is a people's deliberative institution, in the perspective of the superiority of the people and the rule of law, modifications if it is related to the existence and authority of the MPR can be said to be acceptable because then the existence of the MPR is no longer prone to deviations or excesses of authority, especially because of its parallel position and has very limited authority which will base on the sovereignty of the people and based on democratic provisions or law. So, in particular the existence of the MPR must be maintained, in the sense that it should never again return to its position as the highest institution.
