Abstrak

Village development is an integral part of the government's efforts to improve the quality of life of communities at the rural level. As areas full of unique challenges and needs, villages often require special attention in the planning and development process. One important aspect in village planning and development is community participation in accordance with the 2014 Village Law. The aim is for every community member to have the same rights and obligations in carrying out development. This research aims to determine the participation of marginalized communities in development planning in Sumberejo Village, Trucuk District, Bojonegoro Regency. The location of this research is Sumberejo Village, Trucuk District, Bojonegoro Regency. The objects in this research were Village Government Apparatus and formal and non-formal village institutions totaling 15 people. The theory used in this research is Cohen and Uphoff's participation theory. The sampling technique used was purposive sampling, the data collection methods used were observation, interviews and documentation methods. The data analysis technique used is descriptive qualitative. The results of this research indicate that the participation of marginalized communities in decision making in Sumberejo Village is still relatively active. These factors are caused by the lack of active participation of marginalized communities in meeting attendance, discussions, contributions of ideas and responses or rejection. The impact is that the results obtained in development are less than optimal and not in accordance with the needs and conditions of Sumberejo Village
